CTSI’s president, Marcos Gonzales, offers 31 years of design-build construction and project management experience, including DoD, DOE, DOI, USACE, semiconductor facilities, and other industrial facilities.
Our seasoned project managers use Microsoft Project and Primavera programs to communicate to all responsible parties and to track progress on potential quality concerns until final resolution. This approach leads to less re-work, timely project completion and satisfied customers.
CTSI’s project managers provide weekly comparisons of budget-to-actual cost. Our project managers create quick, accurate estimates backed by material, cost, and labor details. These requirements are factored into the cost analysis based on time, security, safety, and customer needs for specified durations. These estimates also include actual quotations received from qualified sub-contractors.
Quality control is of utmost importance to CTSI. CTSI has 5 USACE CQM-certified personnel on staff. Our staff has experience perform-ing under the NQA-1-2000 nuclear facility quality control plan at critical project sites such as the Los Alamos National Laboratory.
CTSI has established relationships with highly competent subcontractors and suppliers. From the start of each project, CTSI fosters wide-spread collaboration among our teaming partners to ensure all respective talents and insights are incorporated throughout the life cycle of the project. Our Safety Program
CTSI’s safety program addresses equipment safety, emergency procedures, OSHA compliance, environmental health hazards, accident investigation, and employee participation.
CTSI’s subcontractor safety program and employee safety program are site-specific to ensure that every lev-el of our safety operations is the best in the industry.
Site-specific health and safety plans address project-specific conditions, hazards, and client operational parameters. Safety procedures are specific to the level of hazard related to an activity. All project activities are controlled and performed in specific phases.

Work plans are an integral part of the Integrated Safety Management System (ISMS). CTSI prepares work plans to describe technical approach, security requirements, responsibilities, health and safety, equipment requirements, waste management, material storage, and work sequence. CTSI’s approach to work planning involves incorporating health and safety at the front end of the planning process. We accomplish this by per-forming ISMS-oriented Activity Hazard Assessments (AHAs). We ensure that the work scope is well defined and all the hazards have been identified and eliminated or mitigated with appropriate controls.
Lessons learned are reviewed and implemented into the work plans to complete the project safely, compliantly, on schedule and within budget.
